Why revise these together?

The target asks whether Article 6 of the Paris Agreement covers carbon markets (II) and non-market cooperative approaches (III). The 2023 carbon-markets question is directly load-bearing for the Article 6 market mechanism, and the 2016 Paris Agreement question builds the underlying treaty knowledge.
